Program Description

This program is being co-delivered by Floris Fleermuys, Program Director, Toronto Centre, and Phang Hong Lim, Senior Director, Supervisory Guidance, Toronto Centre.

Toronto Centre’s flagship program on core supervision is designed to equip financial supervisors and regulators in banking, insurance, securities, and other financial sectors to address today’s challenges. It covers the key concepts of core supervision and builds participants’ leadership skills to advocate for sound regulation and supervision with leaders from politics and industry.

Through Toronto Centre’s proven, interactive approach to learning, using group activities and real-life case studies, participants will learn:

  • The objectives, principles, and best practices of core supervision
  • The impact of technological innovation and competition on financial markets
  • Risk-based supervision
  • How to balance financial stability, innovation, and responsible market development

This is a mandatory Level 1 program for the Certified Financial Supervisor designation, but is open to others.

METHODOLOGY

This course will be taught by Toronto Centre program leaders who have a wealth of highly relevant experience to share with participants in order to help them carry out their work in line with international best practices and to address challenges that they may encounter in their supervisory and regulatory work.

QUIZZES AND EXAMS

Quizzes and an examination will be administered during the program. Daily multiple-choice quizzes test theoretical knowledge, while a final exam tests practical applications of the program content. Participants must pass the quiz and final exam in order to proceed along the CFS journey.

Program fee: US$4,300

JOHN PALMER SCHOLARSHIP

Applications for our John Palmer Scholarship are now open. Apply by May 30 for a chance to win a full scholarship to the Core Curriculum Program.

Applications are open to supervisors and regulators from Least Developed or Low Income ODA recipient countries.

Winners will be notified by June 13, 2025.

REQUIRED PRE-READING

Pre-reading will be required. Materials will be sent out to registered participants at least two weeks before the program starts.

Who Should Attend

Mid-to senior-level supervisors and regulators with responsibilities in supervision of the banking, securities, insurance, or pensions sectors, or for managing financial stability and financial surveillance.

The Core Curriculum Program is a mandatory Level 1 program for participants currently pursuing our Certified Financial Supervisor (CFS) designation. If you are interested in enrolling in the CFS designation, please fill out this application.

This program is open to all qualified applicants who wish to enhance their understanding of effective risk-based supervision across all sectors.

Participants should have at least three years of working experience in supervision, analysis, or policy, and be proficient in English.
